Application Modernization in the Public Sector — Go Beyond Rehost, Rebuild, Replace

Modernizing the application stack is now a critical priority for all levels of government, and it is hard to find a governmental agency that isn't currently knee deep in modernization efforts. But from reducing complexity and cost to leveraging the cloud to strategically position your agency to respond to demands of the digital era, you are on your own unique journey.

Frankly, there is no single right way to plan an application modernization strategy to support your digital transformation journey. But there is one thing that is critical: integration.

Integration can't be an afterthought. To ensure you can make the right operational and strategic decision, you need to create a seamless flow of data among all your applications. So if you have decided to rehost, rebuild, or replace a given application, but do not have a clear integration strategy, you can expect to be frustrated. Instead of being on a stairway to the cloud, you may be on a highway to hell.

Each application has dependencies — databases, message brokers, configuration storage systems — as well as workflows with other applications. The consolidation or migration of applications requires re-connecting applications and databases that exchange data, as well as ensuring data exchange between the consolidated target application and the old application during the transition phase, where the target and source application both exist. 

You'll need to take all these things into consideration when you take inventory of your applications. And while you're at it, you'll also need to ask, "Do we have the right tools to support the projects?"

Traditional legacy middleware or in-house developed integration toolsets are not equipped to efficiently link cloud apps, newly migrated apps and on-premises apps. So, if you plan to use those tools, are you adding to the complexity and potentially risking delaying projects or going over budget?
